Se precisa que la noción de crisis del multilateralismo está relacionada con las dificultades y los desafíos que enfrenta el planeta, las y los que se expresan en esta forma de relación de la comunidad internacional. Se individualizan los diversos ámbitos en que se manifiestan. Se hace un balance del aporte del multilateralismo al Derecho internacional, enfocado particularmente en la creación de institucionalidad, la codificación y desarrollo evolutivo de esta disciplina jurídica, individualizando los aspectos más relevantes de dicho aporte. Bajo la noción de que el multilateralismo no es más que lo que los Estados desean que sea, porque depende de la voluntad soberana de ellos, se analiza la responsabilidad que han tenido en el desarrollo del multilateralismo. Por otra parte, se establece la necesidad de adaptar la institucionalidad internacional a nuevos desafíos, algunos de los cuales requieren que se amplíe el criterio de afectación de la seguridad y la paz internacional, toda vez que esta es amagada no solo por la existencia de conflictos armados. También se revisa el efecto de lo que se ha denominado multilateralismo a la carta. Finalmente, se aborda la diplomacia de cumbres y su desarrollo, como expresión del multilateralismo.
It is specified that the notion of crisis of multilateralism is related to the difficulties and challenges facing the planet, those that are expressed in this form of relationship of the international community. The various áreas in which they manifest are individualized. A balance is made of the contribution of multilateralism to International Law, particulary focused on the creation of Institutions, the codification and the evolutionary development of this legal discipline, individualizing the most relevant aspects of said contribution. Under the notion that multilateralism is nothing more tan what the States want it to be, because it depends on their sovereign will, the responsability they have had in the development of multilateralism is analyzed. On the other hand, the need to adapt international institutions to new challenges is established, some of which require that the criteria of affectation of international security be expanded, since this is threatened not only by the existence of armed conflicts. The effect of what has been called à la carte multilateralism is also reviewed. Finally, summit diplomacy and its development are addressed as an expression of multilateralism.
