Se plantea en el presente trabajo el análisis y la evolución que sobre el procedimiento de elaboración de las disposiciones generales que afectan a la ordenación del territorio debe tener la inexistencia de informes, previstos en normativas sectoriales, o que, adjuntados al propio expediente no cumplen por su configuración o grado de redacción y alcance puede entenderse que no cumplen la finalidad esencial para la que fueron creados. La STS matiza el efecto invalidante de la elusión o de la falta de complitud de los mismos.
