El presente trabajo describe el sorpresivo hallazgo de una rareza bibliográfica del siglo XIX, que lleva el título de “Lecciones de Derecho Administrativo”, y que es considerado como el primer libro escrito sobre esta disciplina jurídica en Latinoamérica; a cuyo efecto se indaga brevemente acerca de las circunstancias de su aparición y las repercusiones que tuvo aquel libro en su lugar de origen (México), para luego enfatizar su adopción como texto de enseñanza en la Facultad de Derecho de la Universidad Mayor de “San Francisco Xavier” de Chuquisaca (Bolivia), destacando su influencia en el desarrollo posterior de la disciplina durante el siglo XX, hasta la elaboración de nuevos estudios al comienzo del siglo XXI; todo ello con el único propósito de poner de relieve la importancia de la doctrina como fuente indispensable para guiar la enseñanza del Derecho Administrativo en Bolivia
This paper describes the surprising discovery of a bibliographical rarity from the 19th century, which bears the title of “Lectures on Administrative Law", and which is considered the first book written on this legal discipline in Latin America; to which effect, the circumstances of its appearance and the repercussions that that book had in its place of origin (Mexico) are briefly inquired about, to then emphasize its adoption as a teaching text in the Faculty of Law of the Universidad Mayor de “San Francisco”. Francisco Xavier” from Chuquisaca (Bolivia), highlighting his influence on the subsequent development of the discipline during the 20th century, until the development of new studies at the beginning of the 21st century; all this with the sole purpose of highlighting the importance of the doctrine as an indispensable source to guide the teaching of Administrative Law in Bolivia
