This article addresses, throughout its contents, the budget and underfunding of the single health system. Throughout the content presented, we seek to answer the following problem: What is the budgetary function of the single health system in Brazil? The general objective is to describe the main characteristics of the budget within the single health system. As for the specific objectives, these are: present the main characteristics of the public budget; highlight the most relevant points in the processof underfinancing of the single health system; analyze how budget management is developed within the healthcare environment. To consolidate the content presented, an exploratory research was carried out, highlighting some of the main concepts and analyzesby renowned authors in the field of health and public management. It can be concluded that in the routine of health and public health procedures, the budget becomes a primary component.
O presente artigo aborda ao longo de seus conteúdos sobre o orçamento, subfinanciamento do sistema único de saúde. Ao longo dos conteudos apresentados busca-se responder a seguinte problemática: Qual a função orçamentária do sistema único de saúde no Brasil? O objetivo geral consiste em descrever as principais características do orçamento junto ao sistema único de saúde. Quanto aos objetivos específicos, esses são: apresentar as principais características do orçamento público; ressaltar os pontos mais relevantes no processo de subfinanciamento do sistema único de saúde; analisar como a gestão orçamentária é desenvolvida junto ao ambiente de saúde. Para consolidar os conteúdos apresentados realizou-se uma pesquisa exploratória, destacando alguns dos principais conceitos e analises de autores renomados no campo da saúde e gestão pública. Pode-se concluir que na rotina da saúde e dos procedimentos de saúde pública o orçamento passa a ser um componente primordial.
