• In September 1997 the 47th Conference of the ICHRPI was held in Bilbao with the sponsorship of the Juntas Generales of Biscay. As a prior step to the publication of the works presented as volume LXXIX of the Studies presented to the Inrema- rional Commission for the History of Rqjpresentative and Padiamentary institution^,^ we are publishing the abstracts of the papers for consultation by the members of the Commission
