El análisis de la actividad pública orientada a la gestión de los tributos se realiza frecuentemente sobre las propias figuras tributarias. Así, es habitual estudiar sus leyes reguladoras, la jurisprudencia que les afecta, o sus capacidades como instrumento recaudatorio. Sin embargo, en pocas ocasiones se estudia de forma directa la organización y funciona-miento de las Administraciones responsables de la gestión de los tributos, lo que contribuye a que no siempre sean bien conocido su trabajo, altamente especializado y con una repercusión social indudable. En este artículo se expone el proyecto que se está desarrollado para transformar y modernizar la Agencia Tributaria de Madrid, el organismo encargado de la gestión de los tributos del Ayuntamiento de Madrid.
The analysis of public activity aimed at tax management is often carried out on the tax figures themselves. Thus, it is usual to study their regulatory laws, the jurisprudence that affects them, or their capabilities as a collection instrument. However, the organiza-tion and functioning of the tax agencies is rarely studied directly, which contributes to the fact that their work, highly specialized and with high social effects, is not always well known. This paper presents the project that is being developed to transform and modernize the Madrid Tax Agency, the body in charge of managing the Madrid City Council’s taxes.
