This article explores the ways in which the suspension of standing orders is being practised in the Dewan Rakyat (House of Representatives) of Malaysia during part of the 14th Parliament from 2018 to 2020, with regard to its ultimate goal in achieving legislative functions, rather than as a shortcut to advance legislative or other business. This paper examines the legitimacy of having specific provisions in the Standing Orders of the Dewan Rakyat that would allow a suspension of standing orders to be carried out. Comparable to practices in the Australian and the New Zealand House of Representatives, it is suggested that a clear procedure for the suspension of standing orders in the Dewan Rakyat needs to be devised as part of achieving the proper legislative function of Parliament.
