El contexto de crisis económica y social que caracteriza los últimos años del siglo xviii y el inicio del xix fue el caldo de cultivo idóneo, en el que prosperó el litigio surgido por la iniciativa de los vecinos del estado general de Tocina, para pedir la supresión de la mitad de oficios en la elección de cargos de justicia del concejo de Tocina, impuesta a partir de 1768, por el comendador frey Manuel de Arias, contra la propia condición jurídica del pueblo, que permitió el acceso de los vecinos del estado noble a dichos cargos, y que terminaran acaparando y manipulando a su favor, mediante prácticas corruptas, gran parte de los recursos del poder local, político y económico. En esta segunda parte solo se describen las razones que argüían los del estado general en su demanda, los argumentos que les movieron a iniciar el litigio.
The context of economic and social crisis that characterizes the last years of the xviii century and the beginning of the xix was the ideal breeding ground, in which prospered the litigation arising from the initiative of the neighbours of the general state of Tocina to ask for the suppression of half of trades in the election of posts of justice of the council of Tocina, imposed from 1768 by the commander frey Manuel de Arias, against the very legal status of the people, which allowed the access of the neighbours of the nobility to those posts, and that ended up hoarding and manipulating in their favour through corrupt practices, much of the resources of local, political and economic power. The second part only describes the reasons that those of the general state argued in their claim, the arguments that moved them to initiate the litigation.
