Estos más de treinta años de existencia de los consejos económicos y sociales autonómicos demuestran que su creación, consolidación y actualización han resultado un acierto en la construcción y el desarrollo del sistema institucional del Estado social y democrático de Derecho. Dotan a la sociedad de un marco estable de participación, posibilitan el diálogo social permanente y ejercen una valiosa función consultiva de los gobiernos en materia socioeconómica. Se han convertido en instituciones imprescindibles, que disponen de gran fuerza en aquellas coyunturas que requieren mayores esfuerzos colectivos, como la actual. Recuérdese que los consejos económicos y sociales emergieron en la Europa occidental para la mejor y más rápida reconstrucción después de la Segunda Guerra Mundial.
These more than thirty years of existence of the regional economic and social committees show that their creation, consolidation and updating have been a success in the construction and development of the institutional system of the social and democratic State of Law. They provide society with a stable framework for participation, enable permanent social dialogue and exercise a valuable consultative role for governments in socioeconomic matters. They have become essential institutions, which have great strength in those situations that require greater collective efforts, such as the current one. Remember that the economic and social councils emerged in Western Europe for the best and fastest reconstruction after the Second World War.
