Los TTHH del País Vasco ostentan competencias exclusivas en materia de carreteras.
A su vez las Instituciones Comunes del País Vasco aprueban su Plan General.
En su financiación la trasferencia de la A-8 en 1999, y el mantenimiento de su peaje en Bizkaia y Gipuzkoa, finalizada su concesión en diciembre de 2001, supone la construcción de un modelo distinto, opuesto al vigente en el resto del Estado, en el que las autopistas se están convirtiendo en gratuitas, finalizado su plazo de concesión. El modelo diferencial se sustenta en el ejercicio de plenas competencias en materia de carreteras (modelo exportable al resto de CCAA), con una financiación vía peajes, pero con un sistema incompleto en la medida que existen autovías de uso gratuito para vehículos ligeros, cuando lo normal debiera ser que todos paguen, por el uso y mantenimiento de las carreteras (menos quienes más pagan ahora) estableciendo un umbral máximo de pago total –mensual o anual– inferior al existente. Todo ello de forma coordinada entre los TTHH, de tal suerte que las carreteras pudiesen financiarse a través de peajes o tasas, en las que contribuyan de forma equilibrada todos quienes las utilicen.
The Historical Territories of the Basque Country have exclusive competences with regard to roads. However, the Common Institutions of the Basque Country approve their General Plan. With regard to its financing, the transfer of the A-8 in 1999 and the maintenance of its toll in Bizkaia and Gipuzkoa, at the end of the concession period, represents a different model but one that is incomplete inasmuch as there are motorways for use free of charge by light vehicles, when the normal situation would be that everyone pays for the use and maintenance of the roads (except those who pay the most now), establishing a maximum total monthly or annual payment threshold that is lower than the existing one. This should be done with coordination between the Historical Territories, in such a way that the roads are financed through tolls or fees, where all those who use them contribute in a balanced way.
Laburpena. EAEko lurralde historikoek eskumen esklusiboak dituzte errepideen arloan. EAEko erakunde komunek, berriz, beren plan orokorra onartzen dute.
Haiek finantzatzeko, A-8aren transferentzia 1999an egitea, eta haren bidesariari Bizkaian eta Gipuzkoan eustea, emakida amaitu ondoren, beste eredu bat dira, baina osatugabea, ibilgailu arinek doan erabili ahal dituzten autobiak daudelako, baina normalena izan beharko litzateke guztiek (orain gehien ordaintzen dutenek izan ezik) ordaintzea errepideak erabili eta mantentzearen truke, eta guztira gehienez ordaindu beharreko zenbatekoa –hilean edo urtean– orain dagoena baino txikiagoa izatea. Hori guztia lurralde historikoen artean koordinaturik, errepideak bidesarien edo tasen bitartez finantzatu ahal izan daitezen, eta horiek erabiltzen dituzten guztiek era orekatu batez parte hartzea.
