Tax salience and cyclical asymmetry in tax rate adjustments: Testing the indirect tax hypothesis

    En este trabajo, exploramos la hipótesis de que los políticos prefieren utilizar impuestos directos con una relevancia relativamente alta para los recortes de impuestos durante las expansiones, mientras que prefieren utilizar impuestos indirectos con una relevancia relativamente baja para los aumentos de impuestos durante las recesiones. Utilizando un conjunto de datos de panel para los estados de Estados Unidos, desde 1992 hasta 2014, analizamos cómo las fluctuaciones cíclicas afectan a los tipos nominales de cinco grandes impuestos estatales: el impuesto general sobre las ventas, el impuesto sobre la renta de las personas físicas, el impuesto sobre la renta de las sociedades y dos impuestos especiales (el de gasolina y el del tabaco). Nuestros resultados sugieren que la disponibilidad de recursos fiscales durante los auges conduce a reducciones en los tipos del impuesto sobre la renta de las personas físicas, mientras que la escasez de recursos durante las recesiones desemboca en aumentos de los tipos del impuesto general sobre las ventas

    In this paper, we explore the hypothesis that politicians prefer using direct taxes with relatively high salience for tax cuts during booms, while they prefer using indirect taxes with relatively low salience for tax increases during recessions. Using a panel data set of U.S. states from 1992 to 2014, we analyzed how cyclical fluctuations in resource availability affect the statutory rates of five major state taxes: general sales tax, personal income tax, corporate income tax, and two excise taxes (gasoline and cigarette taxes). Our results suggest that cyclical improvements in resource availability during booms lead to reductions in personal income tax rates, whereas cyclical deteriorations in resource availability during recessions result in increases in general sales tax rates.
