La presente de investigación tiene como propósito dar a conocer los mecanismos de participación que contempla la Ley Orgánica de Participación Ciudadana, así como su aplicación y viabilidad durante la pandemia COVID 19. El estudio de este fenómeno ofrece bases para proponer acciones como: acceso a la información pública tanto física y virtual, desarrollando una actuación política de territorio en sus diferentes modalidades, incluyendo la participación social tanto pública, privada, individual, y colectiva permitan el ejercicio pleno del derecho a la participación ciudadana por parte de los gobiernos autónomos descentralizados en Manabí. En la ejecución de este estudio se utilizaron los métodos de investigación deductivo, inductivo y descriptivo. En la recopilación de información y revisión bibliográfica se analizaron datos referentes al tema. La encuesta aplicada a la ciudadanía integrada por funcionarios públicos y la sociedad civil, aportó resultados que permitieron establecer el grado de conocimiento y aplicación de los mecanismos de la participación ciudadana que se aplican en Manabí como las veedurías, la silla vacía, asambleas cantonales, desarrolladas por actores sociales que son los líderes cantonales, de esta manera se podría lograr que los gobernantes cumplan con las obras que han propuesto.
The purpose of this research work is to present the participation mechanisms contemplated in the Organic Law of Citizen Participation, as well as its application and viability during the COVID 19 pandemic. The study of this phenomenon will give us the basis to propose actions such as: access to public information both physical and virtual, developing a political action of the territory in its different modalities, including social participation both public, private, individual, and collective that allow the full exercise of the right to citizen participation by the autonomous governments decentralized in Manabí. In the execution of this study deductive, inductive and descriptive research methods were used. In the collection of information and bibliographic review, data on the subject were analyzed. The survey applied to citizens, made up of public officials and civil society, contributed to obtaining the results that allowed establishing the degree of knowledge and application of the mechanisms of citizen participation that are applied in Manabí, such as the veedurías, the empty chair, cantonal assemblies, developed by social actors who are cantonal leaders, in this way it could be achieved that the rulers comply with the works they have proposed.
