Este artículo presenta un análisis de los dos casosmás significativos de asociativismo intermunicipaldel Área Metropolitana de Buenos Aires. La revisióndel génesis de los proyectos, su agenda y dinámicade trabajo, el alcance de sus políticas, las relacionespolíticas que implicaron y las causas del declive permitenreflexionar sobre las posibilidades que estearreglo institucional ofrece como herramienta degestión para abordar la cuestión metropolitana enla Provincia de Buenos Aires. La formalización delos consorcios, la delimitación del alcance y objetivos,las políticas de promoción y financiación de losniveles superiores de gobierno y la participación deactores no gubernamentales estratégicos para el desarrolloson claves para pensar intermunicipalidadesque se sostengan en el tiempo.
This article focuses on the two most significant cases ofintermunicipal associativism in the Metropolitan Area ofBuenos Aires. The review of the genesis of the projects, theiragenda and work dynamics, the scope of their policies, thepolitical relations they implied and the causes of decline,allow us to think over the possibilities that this institutionalarrangement presents as a management tool for themetropolitan issue in Buenos Aires. The formalization ofthe consortia, the delimitation of their scope and objectives,the promotion and financing policies by the higher levels ofgovernment and the participation of strategic, non-governmentalactors for development, are the keys to think intermunicipalitiesthat can be sustained over the time.
