Aunque con menor intensidad que en otros cam- pos de las políticas, en la última década el sector salud ha sido escenario de distintos avances en la recuperación del papel del Estado. Con diseños or- ganizacionales diferentes, los dispositivos de polí- ticas sectoriales tejieron relaciones en el marco de las limitaciones que impone una matriz desigual y muy fragmentada, incluso dentro del propio sub sector estatal, que resultó del federalismo y la des- centralización. Se construyeron así arreglos singu- lares en el marco de las restricciones impuestas por la trama de las relaciones intergubernamentales que caracterizan al sector salud en Argentina. El trabajo analiza un conjunto de iniciativas que, apelando al enfoque territorial, buscaron contrastar con la ló- gica sectorial que anima las acciones ministeriales. Los casos analizados muestran distintas nociones de territorio y modos también diferentes de organizar las relaciones políticas entre niveles de gobierno.
Although less vigorous than in other policy areas, the health sector has witnessed various advances in the recovery of the State's role in the last decade. With different organizational designs, sectoral policy devices have woven relationships within the constraints imposed by an unequal and highly fragmented matrix, even within the state sub sector itself, which resulted from federalism and decentralization. Thus, individual arrangements were constructed within the framework of the restrictions imposed by the intergovernmental relations that characterize the health sector in Argentina. The paper analyzes a set of initiatives that, appealing to the territorial approach, sought to contrast with the sectoral logic that animates the ministerial actions. The cases analyzed show different notions of territory and also different ways of organizing political relations between levels of government.
