In 1979, the mayor of a young provincial city - Latina - decided to build a large public library to promote the cultural development of the city. An internationally renowned architect was chosen to carry out the project: James Stirling. The initiative is opposed by many, but the mayor does not give up. In 1985 the public library project was finally presented to the city. But, shortly after, the mayor is disheartened by his own party and ousted from office. The library project will follow its own destiny: taken out of the way to make way for a parking lot.
