Durante este semestre, las novedades legislativas en la Unión se dividen en tres áreas de interés. En primer lugar, se analiza el Código de Conducta aplicable a los miembros del Tribunal de Cuentas Europeo. En segundo lugar, se presentan dos de los instrumentos de gobernanza económica europea adoptados en el contexto del brote de COVID-19: por un lado, el Mecanismo de Recuperación y Resiliencia, que le permite a la Unión proporcionar ayuda financiera directa a los Estados miembros; por otro lado, el instrumento de apoyo técnico a los Estados miembros en la realización de reformas estructurales. Finalmente, destacan las novedades legislativas en materia de protección de datos personales. En concreto, la Decisión del Comité Director sobre las normas internas relativas a la limitación de determinados derechos de los interesados en relación con el tratamiento de datos personales en el marco de las actividades llevadas a cabo por la Agencia Ejecutiva en el ámbito Educativo, Audiovisual y Cultural; y el Resumen del Dictamen del Supervisor Europeo de Protección de Datos sobre la propuesta de modificación del Reglamento de Europol.
During this semester, legislative developments in the Union are divided into three areas of interest. First, the Code of Conduct applicable to the members of the European Court of Auditors is discussed. Secondly, two instruments of European economic governance adopted in the context of the COVID-19 outbreak are presented: on the one hand, the Recovery and Resilience Mechanism, which allows for direct financial assistance from the Union to Member States; on the other hand, the instrument for technical support to Member States in carrying out structural reforms. Finally, the legislative developments in the area of personal data protection are also noteworthy. In particular, the Decision of the Steering Committee on internal rules relating to the limitation of certain rights of data subjects with regard to the processing of personal data in the framework of the activities carried out by the Education, Audiovisual and Culture Executive Agency; and the Summary of the Opinion of the European Data Protection Supervisor on the proposal to amend the Europol Regulation.
