The objective of the work is to face the great challenge of building, readjusting and introducing the model of construction of environmentally sustainable cities, economically and socia lly in the 21 st century. In this line of analysis, the alignment of two structural axes that facilitate the achievement of this scope is essential, the first being considering the perspective of the loca l, regional, national and international multidiversity. The second guiding thread is the balance that public urbanization policies must maintain in arder not to cause losses in relation to the principies of collective rights such as the guarantee of a balanced environment in common use. lt remains to be concluded that, the long-dreamed adequate model of sustainable urban development in the context ofthe objectives foreseen bythe UN for 2030 are, among other aspects, too pretentious due to the multidiversity ofreality and the synchronization of the promotion of public urbanization policies, since the collective principies and individual and collective rights must be preserved. In the same condition of analysis, it should be noted that all elements that make up strategic planning and, consequently, its effectiveness of sustainable urban development, are far beyond being contemplated for the short or medium term, going beyond, if measures are not changed as more concrete strategic policies, and adequacy of social and economic reality, it is unlikely to be fulfilled even in the long run.
O objetivo do trabalho se consiste enfrentar o grande desafio de construir, readequar e introduzir o modelo de construção de cidades sustentáveis ambientalmente, economicamente e socialmente no século XXI. Nessa linha de análise, são fundamentais o alinhamento de dois eixos estruturais que facilitam a concretização desse âmbito, sendo o primeiro considerar a perspectiva da multidiversidade local, regional, nacional e internacional. O segundo fio condutor se trata do equilíbrio que as políticas públicas de urbanização devem manter para não provocar prejuízos em relação aos princípios de direitos coletivos como a garantia ao meio ambiente equilibrado de uso comum. Restou concluso que, o tão sonhado modelo adequado de desenvolvimento urbano sustentável no contexto dos objetivos previstos pela ONU para 2030 são, entre outros aspectos, demasiadamente pretensiosos devido a multidiversidade da realidade e da sincronização do fomento de políticas públicas de urbanização, uma vez que os princípios coletivos e direitos individuais e coletivos devem manter-se preservados. No mesmo condão de análise, é de se constatar que, todos elementos que compõem o planejamento estratégico e, por consequência sua efetividade do desenvolvimento urbano sustentável, estão muito além de serem contemplados para curto ou médio prazo, indo além, se não forem alteradas medidas como políticas estratégias mais concretas, e adequabilidade da realidade social e econômica, é improvável que sejam cumpridas até mesmo em longo prazo.
