Este artículo analiza las bases metodológicas, conceptuales y dogmática de la teoría de las relaciones intergubernamentales a partir de la obra señera de Deil S. Wright:
Understanding Intergovernmental Relations. A continuación, proyecta estas bases al contexto iberoamericano, atendiendo a las exigencias del Derecho Constitucional comparado, a las circunstancias de cada Estado, a sus respectivas realidades constitucionales y a una dogmática constitucional asumible, como premisa necesaria para configurar e integrar una teoría constitucional normativamente exigente sobre las relaciones intergubernamentales. Una vez establecidas las citadas bases y aplicadas al contexto iberoamericano, se analiza su potencialidad política y jurídica futura en combinación con las aportaciones del funcionalismo constitucional, el personalismo político y jurídico y la teoría sobre la integración estatal y supraestatal, todas ellas categorías conceptuales que, a partir de la experiencia americana y europea, iluminan ya los caminos de Iberoamérica
This article analyzes the methodological, conceptual and dogmatic bases of the theory of intergovernmental relations based on the referential work of Deil S.
Wright: Understanding of intergovernmental relations. Next, it projects these bases to the Ibero-American context, taking into account the requirements of comparative Constitutional Law, the circumstances of each State, their respective constitutional realities and an acceptable constitutional dogmatic, as a necessary premise to configure and integrate a demanding theory on intergovernmental relations. Once the aforementioned bases have been established and applied to the Ibero-American context, its possible legal and political applicability in future is analyzed in combination with the contributions of constitutional functionalism, political and legal personalism, and the theory of state and supra-state integration. With the useful learning that the North American and European experiences suppose, these theoretical categories already illuminate the ways of Iberoamerica
