El trabajo parte del análisis de la naturaleza de la burocracia y de su relación con la política en el pensamiento de Max Weber, para analizar posteriormente cuál es la posición que tiene el Banco Central Europeo en la Unión Europea, qué poderes le están conferidos, qué impacto tienen sus decisiones y qué límites y controles existen sobre él. En las conclusiones se vuelve al pensamiento weberiano para ahondar en recomendaciones que pudieran superar los graves problemas democráticos provenientes del diseño de la Unión Económica y Monetaria.
The present paper starts from the analysis of the nature of bureaucracy and its relations-hip with politics in Max Weber ́s thought. The main objective is to analyze which is the place that the ECB occupies in the constitutional structure of the European Union. Therefore, what are the main principles that inform its action, the impact of its decisions, the limits to its power, the control mechanisms as deployed to keep it in check. Finally, I come back to Weber ́s analysis with a view to show problems and suggest recommendations that could overcome the democratic legitimacy shortcomings of European decision-making on economic matters based on the design of the EMU
