El presente trabajo de investigación realiza un análisis crítico sobre la aparición y desaparición de la palabra control durante la tramitación parlamentaria del artículo 31.2 de la Carta Española de 1978. Parte de algunas ideas acerca del denominado proceso constituyente en la Carta Española de 1978. A continuación estudia el Artículo 31.2 de la Carta Española de 1978, durante las fases de su elaboración y aprobación: La Ponencia del Congreso, la Comisión de 36 diputados, el Pleno del Congreso, la Comisión de 25 senadores, el Pleno del Senado y la Comisión Mixta Congreso-Senado. Por último, lleva a cabo unas reflexiones críticas acerca de la supresión de la palabra control, durante la elaboración del Artículo 31.2 de la Carta Española de 1978.
The present research work makes a critical analysis of the appearance and disappearance of the word control during the parliamentary processing of article 31.2 of the Spanish Charter of 1978. It starts from some ideas about the so-called constituent process in the Spanish Charter of 1978. Next it studies the Article 31.2 of the Spanish Charter of 1978, during the phases of its elaboration and approval: The Speech of the Congress, the Commission of 36 deputies, the Plenary of the Congress, the Commission of 25 senators, the Plenary of the Senate and the Mixed Commission Congress-Senate. Finally, it carries out some critical reflections about the suppression of the word control, during the elaboration of Article 31.2 of the Spanish Charter of 1978.
