La situación actual de crisis democrática con profundas implicaciones constitucionales invita a la búsqueda de soluciones para afrontar este problema con impacto sobre los cimientos del Estado. En este sentido, el presente trabajo examina el papel de los presupuestos participativos a través de su naturaleza, evolución y regulación; labor efectuada en un momento particularmente idóneo a la vista la reciente normativa aprobada en materia de democracia participativa y en observancia de los planteamientos del Gobierno Abierto. Finalmente, explora el estado actual y perspectivas futuras de estos instrumentos desde la perspectiva de su operatividad en la lucha penal contra la corrupción pública.
The current situation of democratic crisis with relevant constitutional implications invites to search for solutions to face this problem with repercussion on the foundations of the State. In this sense, the present article examines the role of participatory budgets analyzing their nature, evolution and regulation, in this suitable moment in view of the recent regulations adopted about participatory democracy and the Open Government approaches. Finally, it explores the current state and future perspectives of these instruments from the perspective of their effectiveness in the criminal fight against public corruption.
