Through the situation of the City of Cergy, this article aims to highlight potential improvements to be made to the national public spending regulation system (known as « contractualization ») that French local authorities must abide by. Lack of consideration for population dynamics, among other shortcomings, are leading to a heavy financial penalty for the city, despite good financial records with below average spending and debt per capita.
À travers l'exemple de la Ville de Cergy, cet article souligne les améliorations potentielles à apporter au dispositif de contractualisation. Ces angles morts, notamment liés à l'absence de prise en compte du dynamisme démographique du territoire, ont abouti à pénaliser lourdement la Ville, malgré une situation financière satisfaisante caractérisée par des dépenses et un endettement par habitant inférieurs à la moyenne.
