Los trasplantes legales han constituido un gran ahorro para los legisladores de los países, pero asimismo han generado inconvenientes en la aplicación de las Normas debido a los diferentes antecedentes que en uno u otro lugar originan una determinada 1RUPD&RORPELDHQHOFDVRGHO3URJUDPDGH%HQH¿FLRVSRU&Rlaboración, no ha sido ajena al uso de esta herramienta legislativa y como consecuencia de lo anterior, se han generado todo tipo de distorsiones en la aplicación e interpretación del Artículo 14 de la Ley 1340 de 2009 y las Normas que lo desarrollan.
