El presente trabajo aborda desde una perspectiva teórico-práctica la consideración de la revocación del mandato presidencial en Venezuela como una institución cuya esencia original como instrumento del poder ciudadano se ha desvirtuado y ha ido convirtiéndose en un instrumento político mediante el que el poder legislativo, al verse desprovisto de otros medios institucionales, intenta limitar al poder ejecutivo y deponerlo en su mandato en un marco caracterizado por la progresiva impotencia de la Asamblea Nacional ante un poder ejecutivo plenipotenciario que controla el resto de poderes de la nación. Sin embargo, los acontecimientos analizados en el artículo muestran que el poder ciudadano, baluarte del nuevo constitucionalismo latinoamericano, se ha visto reducido a un simple principio que decora la Constitución venezolana.
The present work approaches from a theoretical-practical perspective the consideration of the revocation of the presidential mandate in Venezuela as an institution that has been distorted in its original essence as an instrument of citizen power. It has become a political medium in which the legislative power, being devoid of other institutional means, tries to limit the executive power and depose it in its mandate, having seen the National Assembly increasingly devoid of its capabilities and powers before a power executive plenipotentiary that controls the rest of the powers of the nation. However, in light of the events that will be described in the article, it is true that citizen power, a bulwark of the new Latin American constitutionalism, remains a simple principle that decorates the Venezuelan constitution.
