El crecimiento de las clases bajas y sus estrategias de supervivencia crearon una sensación de inseguridad y temor en las élites de ambos lados del Atlántico español. El miedo las condujo a diferenciar entre pobres verdaderos y pobres falsos, para lo que fue necesario, por un lado, reglamentar la pobreza legal y, por otro, reprimir la ociosidad y la vagancia.
The growth of the lower classes and their strategies for survival created a sensation of insecurity and fear among the priviledged classes of both sides of the Spanisch Atlantic. The fear drived them to differentiate between the real poors and the false poors, because of which it was necessary, on one hand, to regulate the legal poverty and, on the other hand, to repress idleness and laziness.
