Desde el principio, Felipe V estaba embebido de antipatía y hostilidad hacia la Cabaña Real y apoyaba la necesaria supresión. No tuvo en consideración la fusión de trashumancia y Mesta y apostó por cambios económicos y agrarios contrarios, fundamentados en el sufrimiento y pobreza universales causados a la población y al Reino. El ariete elegido para demoler la Institución fue el alcalde entregador garante de los privilegios y se concentró en favorecer e implantar desde la Corona un nuevo método de elección, restarle jurisdicción con los ganados trashumantes, limitar sus actuaciones al máximo para que no resolviese los problemas, eliminar miles de cañadas, promover reformas en auxilio de la labranza y la crianza estante y riberiega, impulsar la desobediencia a los dictados de los jueces de la Mesta o manipular las comisiones o instrucción hasta reducir al mínimo la eficacia. Se pusieron las bases del proyecto antimesteño borbónico.

The foundations for the Bourbon anti-Mesta project were laid.
Dès le début, Philippe le Ve était imbu d’antipathie et d’hostilité envers la Cabaña Royal et a soutenu sa suppression comme une nécessité. Il n’a pas tenu compte de la fusion des transhumances et la Mesta et a décidé de lutter contre le changement économique et agraire, fondée sur la pauvreté universelle et les souffrances causées à la population et au Royaume. L’attaquant choisi pour mieux démolir l’institution a été le Alcalde Entregador, garant des privilèges et axé sur la promotion d’un nouveau mode d’élection, mis en œuvre dès la Couronne. Ses buts ont été de soustraire à la Cabaña sa juridiction avec les migrants; limiter ses actions au maximum afin que ne résout pas les problè- mes ; éliminer des milliers de rues pecuaires ; promouvoir des réformes en aide de l’agriculture et de l’élevage non-mouvant ; encourager la désobéissance aux ordres des juges de la Mesta ; manipuler les commisions et l’instruction des procès pour minimiser leur efficacité. Les bases du projet anti-Mesta des Bourbons ont eté ainsi mises.
