La aparición de Boko Haram como grupo terrorista en Nigeria modificó significativamente el panorama de seguridad del país. De un tranquilo grupo de estudiosos religiosos en la temprana primera década del 2000, el grupo pasó a convertirse en unos de los grupos terroristas más letales del mundo en 2015. El terrorismo es actualmente el mayor desafío de seguridad de Nigeria, sin embargo, la estrategia del gobierno para contrarrestar la amenaza parece ineficaz. Este artículo revela fallas en las respuestas adoptadas por el gobierno de Nigeria, y señala que los esfuerzos del gobierno en contraterrorismo estuvieron centrados principalmente en lo militar y no guiados por una estrategia nacional documentada hasta el lanzamiento de la NACTEST en 2014. Inclusive en dicha estrategia, se observa que la NACTEST se encuentar plagada de vacíos que ponen en cuestión su idoneidad como un documento de política para la lucha contra el terrorismo en Nigeria. El estudio conjetura que para la lucha contra el terrorismo en Nigeria es de absoluta necesidad la aplicación de una estrategia centrada en las personas empleando enfoques gubernamentales globales y enfoques no gubernamentales.
The emergence of Boko Haram as a terrorist group in Nigeria significantly changed the country’s security landscape. From a quiet religious study group in the early 2000s, the group rose to become the world’s deadliest terrorist group in 2015. Terrorism is currently Nigeria’s greatest security challenge. However, the government’s strategy to counter the threat appears ineffective. This article reveals flaws in the responses adopted by the government, noting that the counterterrorism efforts of the Government of Nigeria were mainly military-centric and not guided by a documented national strategy until the release of the NACTEST in 2014. Even at this, the NACTEST is observed to be fraught with gaps that question its suitability as a policy document for countering terrorism in Nigeria. The study surmised that of absolute necessity for countering terrorism in Nigeria is the emplacement of a people-centered strategy that employs whole-of-government and non-governmental approaches.
