In the Internet field, the fast changing technological and political environment challenges the suitability of regulatory regimes. More and more new services from different providers are available having a global reach but the normative framework is still mainly based on national law. Even if many regulatory approaches are on hand the theoretical models do not conclusively offer appropriate solutions for the upcoming normative problems. Therefore, the development of general substantive principles is unavoidable, addressing issues such as legitimacy and regulatory quality, accountability, and technical standardization. If properly applied, these substantive principles can help avoiding a further legal fragmentation.
