En el marco de la colaboración antiterrorista la cooperación en seguridad y la cooperación judicial son un pilar básico para, como recoge la Estrategia de la Unión Europea contra el Terrorismo, prevenir, proteger, perseguir y responder a la amenaza terrorista. El objetivo de este trabajo es analizar los instrumentos y mecanismos de la cooperación antiterrorista hispano-marroquí. En primer lugar, tras exponer los actores de la colaboración en seguridad se desarrollan los instrumentos fundamentales de cooperación policial como son los oficiales de enlace o las operaciones conjuntas. En segundo lugar, son puestos de relieve mecanismos destacados de la cooperación judicial hispano-marroquí como los magistrados de enlace o los convenios bilaterales. Ambas actividades policiales y judiciales son la base de la evolución de la colaboración bilateral antiterrorista y de los extraordinarios resultados alcanzados en los últimos años.
In the framework of antiterrorist cooperation both security cooperation and judicial cooperation are a basic pillar for, as reflected in the EU Strategy against Terrorism, prevent, protect, pursue and respond to terrorist threats. The aim of this paper is to analyze the instruments and mechanisms of the Spanish-Moroccan antiterrorism cooperation. First of all, after exposing the actors of cooperation in security are explained the basic instruments of police cooperation such as liaison officers or joint operations. Secondly, there are highlighted relevant mechanisms of the judicial Spanish-Moroccan cooperation such as liaison magistrates or the bilateral agreements. Both police and judicial activities are the core basis of the progress of the bilateral anti-terrorism cooperation and of the extraordinary results achieved in recent years.
