CISMAR: modelo de ciudadanía social y medioambientalmente responsable

    Mientras que el modelo de Desarrollo Sostenible se enfoca en la capacidad que tienen los gobiernos y las empresas de satisfacer las necesidades de las actuales generaciones sin comprometer las de las generaciones futuras, el modelo de Ciudadanía Social y Medioambientalmente Responsable, CISMAR, se enfoca en la capacidad que tienen los individuos de movilizar el desarrollo integral de la sociedad, el Medio Ambiente y la economía.

    El concepto de Desarrollo Sostenible viene siendo utilizado para establecer estrategias de Responsabilidad Social Empresarial o de sostenibilidad. Sin embargo, todavía están lejos las medidas integrales ya que aún la mayoría de las decisiones más importantes se toman con la variable económica como la prioridad, por encima de las variables social y medioambiental.

    Lo anterior, junto con otras causas de distinto orden, hace que el Desarrollo Sostenible tenga un alcance limitado. A pesar de que se ha evolucionado en relación con décadas anteriores, lo que ha motivado la aparición de leyes y políticas en las distintas entidades públicas y privadas de los países, es cierto que la solución definitiva aún está lejos.

    Las crisis económicas, sociales y ambientales son una frecuente, siendo mayor la velocidad en la que se deteriora el mundo que la velocidad en la que se plantean alternativas responsables. En este sentido, el esfuerzo de los gobiernos y empresas requiere el apoyo de la sociedad, es decir de la ciudadanía. El rol pasivo del ciudadano, de esperar desprevenidamente la respuesta a todo, no es sostenible.

    Dando un rol activo al ciudadano dentro de las tres dimensiones del Desarrollo Sostenible, se propone el modelo CISMAR. Éste, contemplado inicialmente con 15 principios, le facilita al ciudadano una alternativa para contribuir activa y conscientemente con la sociedad, el Medio Ambiente y la economía.

    While the Sustainable Development model focuses on the capability that governments and companies have to meet the needs of current generations without compromising those of future generations, the Social Citizenship and Environmentally Responsible Model, CISMAR (acronym in Spanish), focuses on the capability of individuals to mobilize environment, economy and integral development of society.

    The concept of Sustainable Development is being used to develop strategies for Corporate Social Responsibility or Sustainability. However, they are still far from reaching solutions and still most important decisions are made with the economic variable as the priority, above social and environmental variables.

    The above, together with other causes of different orders, make Sustainable Development to have a limited scope. Although it has evolved over previous decades, which have led to development of new laws and policies in the different public and private institutions in the countries, it is true that the absolute solution is still far.

    Economic, social and environmental crisis are common factor, being the speed at which the world deteriorates higher than the speed at which solutions are proposed. In this regard, the efforts of governments and companies require the support of society, "its citizens." The passive role of the citizen, to quietly wait for solutions, is not sustainable.

    Giving citizens an active role in the three dimensions of Sustainable Development, CISMAR model is proposed. This, initially counting on 15 principles, makes it easier for the citizen to have an alternative to contribute actively and consciously to society, environment and economy.
