El colectivo de los ancianos ha ido aumentando año a año hasta constituir un problema social que el Estado no puede desconocer por su carácter vulnerable. Las transformaciones sociales y en especial la desmembración de la familia contribuyen a crear mayores dificultades de la ancianidad. La Constitución española de 1978 mencionó expresamente el deber de protección pero debe seguir desarrollándose en diversos planos: 1. A través de la sensibilización social, 2. A través de normativa específica que contemple sus problemas concretos, 3. Con el establecimiento de instituciones de protección y, en particular, con la atribución a los Ombudsman de facultades y medios.
The elderly have been increasing in number and problems, to become a social problem that states cannot ignore, due to their growing vulnerability. The social transformations, especially in the family ambit, contribute to an increase in the problems of the elderly. The spanish Constitution of 1978 expressly referred to the public power's obligation to protect them; but that norm should be further developed at various levels: 1. Through social awareness, 2. Through specific legislation that addresses their specific problems, 3. With the establishment of institutions for their protection and, in particular, the allocation of powers and means to the Ombudsman, its being the most appropriate institution.
