Las catástrofes que afectan a destinos turísticos han originado una literatura relacionada con la percepción de riesgo y las decisiones de viaje de los turistas cada vez más abundante. Sin embargo, ha recibido menor atención el proceso de aprendizaje de negocios situados en las zonas turísticas afectadas por desastres y la incorporación de las experiencias adquiridas en tiempos de crisis. En este trabajo se realiza un estudio entre los hoteles de mayor categoría de la comunidad autónoma de Galicia (España) que se han visto afectados por sucesos negativos, tales como incendios forestales y mareas negras. Se plantea la hipótesis de que una alta percepción de riesgo por haber sufrido experiencias de desastres no es motivación suficiente por sí sola para concienciar a los hoteles en la necesidad de poner en marcha planes de crisis en prevención. Apenas se transfiere el conocimiento obtenido en esas experiencias anteriores en una mayor preparación para la crisis. Esta actitud tiene importantes consecuencias en la política de gestión turística de los destinos; dado que el sector privado por sí mismo no tomará acciones positivas para la preparación, las autoridades públicas tienen la responsabilidad de tutelar este proceso transmitiendo de manera formal y sistemática al conjunto del sector el aprendizaje incorporado en experiencias pasadas.
There is a large volume of available research literature discussing risk perception and decision-making in the face of the uncertainty ensuing from disasters that have affected tourism destinations. But not so much attention has been focused on if and how companies involved in the tourism business effectively take past crises as opportunities for learning and gaining expertise on the prevention of the undesired consequences of future crises. In the present contribution we discuss the results of a study addressing this issue. It has been conducted by the authors through a series of interviews with managers of top hotels in Galicia (Northwestern Spain) after a number of fires and oil spills affected their locations. The results of our study support the thesis that a high-risk perception on the basis of past crises is not enough on its own to motivate the hotel managers to implement preventive measures and protocols. Such a dismissive behavior on the part of hotel managers burdens the public authorities of tourism in the destinations with effecting the adoption of these measures, for which they must deploy effective communication channels with the private sector and transfer the knowledge gained from their experience of past crises.
