This paper describes a quantitative model to determine the required faculty human resources for developing higher education degree. The parameters that intervene in the model are thus presented and discussed. There are two kinds of parameters: a) academic features such as duration of studies, number of students entering each year, graduation, dropout and efficiency rates, etc. b) parameters derived from regulations. The model is based on the stability of some of the academic parameters in a long period. A mathematical development leads to a practical formulation to predict the number of students enrolled, the number of credits inscribed and the number of faculty hours required. Some approximations on the results are also suggested in order to achieve very simple formulas which are useful for the bodies of government of the universities
