    El presente artículo versa sobre el sensible tema de los límites de los poderes públicos, concretamente entre el legislativo y el judicial, a la luz de una problemática concreta que tiene que ver con los mecanismos para la integración de los órganos electorales. Específicamente se habla del entrampamiento que durante varios meses sufrió el proceso de la Cámara de Diputados para designar tres consejeros para el Consejo General del Instituto Federal Electoral (IFE), y de cómo el Tribunal Electoral del Poder Judicial de la Federación (TEPJF) colaboró a destrabarlo a partir de la sentencia SUP-JDC-12639/2011, que conminaba al Congreso a cumplir con su mandato constitucional para la integración del Consejo General del ife, pero sin dejar de respetar el ejercicio legislativo y en consonancia con otras decisiones del tepjf ante derechos políticos en el ámbito parlamentario.

    This article deals with the sensitive issue of public power borders, particularly between legislative and judicial branches from a perspective that comprehends the mechanisms for integrating electoral authorities. Specifically, speaking of the delay and complications of the process by which the House of Representatives continued to appoint the counselors and took too long, as well as how the Federal Electoral Court contributed to unlock it with the decision SUP-JDC-12639/2011. This resolution invited the House of Representatives to fulfill its constitutional mandate to integrate the ife�s General Council, while respecting the legislative action and in line with other decisions taken by tepjf regarding political rights in the parliamentary arena.
