This article seeks to contribute to the diffusion of advocacy coalition framework acf as a viable approximation to the research of public compared policy. The acf focuses on the emergence and stability of coalitions sharing core policy beliefs, on policy-oriented learning, and on external system events explaining policy change. A major assumption of the acf is that actors in a subsystem can be aggregated into one to four advocacy coalitions. These coalitions typically consist of interest group leaders, agency officials, legislators, applied researchers, journalists, and politicians. Parties within a coalition share a set of beliefs and show a non-trivial degree of coordinated behaviour to realize their objectives and policy proposals.
