El autor parte de la posición de que el Estado autonómico creado por el pacto constitucional de 1978 se encuentra sometido en la actualidad a fuertes presiones centralizadoras, por un parte, y centrífugas, por otra. Estas últimas especialmente en algunas Comunidades autónomas, donde se cuestiona permanentemente la igualdad y la solidaridad sobre la que se asienta el modelo.
La crisis económica ha acrecentado parte de estas tensiones y ha surgido lo que el autor denomina «mito de las duplicidades», un discurso demagógico en el que se iguala similitud de funciones a duplicidad y, en consecuencia, a ineficacia económica y administrativa. Tras las constantes alusiones a este mito no hay más que una fuerte tensión que aspira a debilitar el autogobierno de las Comunidades Autónomas en favor de las Instituciones centrales del Estado.
The author starts from the position that the autonomous state which was created by the constitutional pact f 1978, is put under a strong centralizer pressure on the one hand, and under a “centrifugal” pressure on the other hand. These last ones specially in some Autonomous Communities, where the equality and solidarity on which the model is established are permanently questioned.
The economic crisis has increased part of these tensions and a “Duplicity Myth” as the author denominates it, has arisen. It is a demagogic speech where similarity of functions is equalised to duplicity, and as a consequence, an economic and administrative inefficacy arises.
After the continuous allusions to this myth we find a strong tension that tends to debilitate the self-government of the Autonomous Communities in benefit of the Central State Institutions.
