Nothing predisposed the ports, where random hiring-and-firing practices reigned supreme and anyone could turn up in the hope of a few hours' work, to become bastions of trade union strength able to perform the astonishing feat of forging a distinction between flexible work and casual labour. Yet this is what happened in the immediate post-war period when ports and docklands entered the third age of cargo-handling services, a phase characterized for the dockworkers by guaranteed terms of employment that marked the completion of a long process of struggle for recognition and definition of their specific occupational status. Whether in relation to hiring procedures or the tasks performed, the dockworkers of 2010 have little in common with those of the 1950s or 1930s; little, that is, except for a culture that continues to form the basis of a collective identity in which trade unionism is still very much a live force. These developments have received, curiously enough, scant attention, no doubt because the highly specific features of work in the ports made it extremely difficult to export elsewhere what was a unique set of sectional corporatist gains. And yet this experience does raise questions that transcend sectional occupational considerations in the search for alternatives to contingent and precarious labour practices.
Rien ne prédisposait les ports, hauts lieux de l'embauche aléatoire, ouverts au tout venant d'ouvriers interchangeables, à s'ériger en bastions d'un contre-pouvoir syndical qui réussit le tour de force de dissocier la flexibilité de la précarité. Ainsi en alla-t-il, au lendemain de la Seconde Guerre mondiale, quand les dockers entrèrent dans le troisième âge de la manutention portuaire, celui des garanties marquant l'achèvement d'un long processus de professionnalisation. Qu'il s'agisse des modalités d'embauche ou de l'activité, les dockers des années 2010 n'ont plus grand-chose à voir avec ceux des années 1950 ou 1930. Hormis, précisément, une culture, socle d'une identité collective dont la part due au syndicalisme demeure vivace. Curieusement, ces résultats n'ont guère retenu l'attention. Sans doute les particularités portuaires rendaient-elles difficile l'extension à l'identique d'acquis corporatifs singuliers. Reste que cette expérience soulève des questions irréductibles à la branche quant aux alternatives à la précarité.
Nichts deutete darauf hin, dass ausgerechnet Häfen, Orte der Hoffnung auf ein wenig Arbeit, an denen Arbeitskräfte nach dem Zufallsprinzip eingestellt und wieder entlassen wurden, sich zu Hochburgen gewerkschaftlicher Macht entwickeln würden, die das Meisterstück vollbrachten, Flexibilität und Prekarität voneinander zu lösen. So begann für die Hafenarbeiter nach dem Zweiten Weltkrieg die dritte Epoche des Güterumschlags, in der sie nach einem langen Kampf um die Anerkennung ihres beruflichen Status endlich Beschäftigungsgarantien erhielten. Die Einstellungs- und Beschäftigungsbedingungen der Hafenarbeiter von 2010 haben kaum noch etwas gemein mit denen von 1950 oder 1930, bis eben auf eine Kultur, die auch heute noch das Fundament einer kollektiven Identität bildet und deren gewerkschaftlicher Anteil weiterhin sehr lebendig ist. Seltsamerweise wurde dieser Tatsache bisher kaum Aufmerksamkeit geschenkt. Vermutlich liegt dies daran, dass es aufgrund der besonderen Merkmale der Hafenarbeit schwierig war, die dort erzielten korporatistischen Errungenschaften auf andere Branchen zu übertragen. Dennoch wirft diese Erfahrung unumgängliche Fragen hinsichtlich der Alternativen zu prekärer Arbeit auf, die über diesen speziellen Sektor hinausgehen.
