Ausgehend von einer Umfrage bei drei französischen multinationalen Unternehmen der Automobilindustrie, die Produktionsanlagen in mittel- und osteuropäischen Ländern errichtet haben, untersucht dieser Beitrag einige wichtige Veränderungen in den Beschäftigungsbeziehungen, die in dem besonderen wirtschaftlichen Kontext der zweiten Hälfte der 2000er Jahre aufgetreten sind. Zwei Thesen werden vorgestellt und diskutiert: Erstens entwickelt sich zunehmend ein, 'management-geführter Sozialdialog', der sich aus der engen Verflechtung von Produktionsstrategien, Personalpolitik und Verwaltung der Arbeitsbeziehungen auf lokaler Ebene ergibt. Zweitens ist die Entstehung eines 'Staates' im Sinne von Porter zu beobachten: Er fungiert einerseits als Vermittler bei den Bemühungen der Sozialpartner, Kompromisse zur Bewältigung der Krise zu finden, und andererseits als Förderer neuer Formen der sozioökonomischen Regulierung, für die es neuer institutioneller Interaktionen bedarf. Die vergleichende Analyse (Frankreich vs. mittel- und osteuropäischen Ländern) wird abgerundet durch eine Untersuchung des Platzes und der Rolle der Europäischen Union in diesem Wandlungsprozess.
On the basis of a survey conducted in three French multinational corporations in the automobile industry that have set up production facilities in central and eastern Europe, this article examines some of the major changes in the employment relationship that have taken place in the rather specific economic context of the second half of the decade after 2000. Two main propositions are put forward and discussed: the first relates to the rise of a 'management-led social dialogue' as the outcome of an increasingly close meshing of corporate industrial strategies, human resource policies and the management of industrial relations at the local level; the second relates to the emergence of a 'Porterian state' playing a role of, on the one hand, mediator in the effort to build some 'labour-management compromises' for coping with the crisis and, on the other hand, promoter of new forms of socio-economic regulation requiring new institutional complementarities. The analysis, developed on the basis of a comparative approach ' i.e. France versus the central and eastern European countries ' is rounded off by an examination of the place and role of the European Union in these changes.
A partir d'un travail d'enquête réalisé auprès de trois firmes multinationales françaises du secteur automobile, implantées dans les pays d'Europe centrale et orientale, le présent travail passe en revue quelques-unes des grandes transformations de la relation d'emploi survenues dans le contexte économique particulier de la seconde moitié des années 2000. Deux principales propositions sont avancées et discutées: l'affirmation d'un « dialogue social managérial » traduisant une étroite complémentarité entre stratégies industrielles des firmes, politiques de ressources humaines et de gestion des relations sociales locales; l'émergence d'un « Etat-Porterian », jouant tour à tour un rôle de médiateur dans l'élaboration de « compromis de crise » et de promoteur de nouvelles régulations socio-économiques nécessitant l'appui de nouvelles complémentarités institutionnelles. Menée dans une perspective comparative France-pays d'Europe centrale et orientale, l'analyse est complétée par un examen de la place et du rôle de l'Union européenne dans ces transformations.
