The works that libraries provide – and especially for the loan – are protected by copyright, but the laws in force have so far allowed to use them in line with the institutional mission of libraries provide free access, free of charge, universal access to information at the same time ensuring the preservation over time. But, this scenario is now changing dramatically. Due to the digital revolution, the paper is in retreat, and more or less quickly is going to give way to electronic. A turnover by no means easy, and that among the more problematic the dissolution of the legal basis on which libraries have so far built cultural and institutional functions.
