Since the last decade, the development of European Party Federations (EPFs) has been followed with increasing attention from scholars. However, the analysis of EPFs' impacts on EU policymaking has been quasi-neglected. Therefore, the main objective of the paper is to present a comprehensive conceptual framework for analysing the party interaction within EPFs and their effects on the EU policy-making. Accordingly, the argument will be developed in four steps. First, the paper will review the state of the art in order to show that a causal theory is missing. Secondly, it will ask how to construct a causal theory and how the analytical framework may be empirically tested. Thus, and thirdly, it will make clear that it approaches the EU as a useful location of policymaking.
Fourthly, the paper will argue that it is necessary, on the one side, to focus on party interaction within EPFs and, on the other side, to distinguish between the decentralised and the centralised party interactions in order to adequately analyse the various effects of EPFs on the EU institutional modes. In this regard, the paper will not only elaborate the main descriptive and explanatory hypotheses but also illustrate most of them with empirical examples.
Seit dem letzten Jahrzehnt wurde die Entwicklung europäischer Parteienverbände (EPV) von Wissenschaftern mit gestiegener Aufmerksamkeit verfolgt. Dennoch wurde die Analyse des Einflusses von EPV auf den EU-Entscheidungsprozess quasi negiert. Deshalb ist es das Hauptziel dieses Papiers, einen umfassenden konzeptuellen Rahmen für die Analyse der Interaktion der Parteien innerhalb von EPV und ihren Einfluss auf den EU-Entscheidungsprozess zu präsentieren.
Dementsprechend wird das Argument in vier Schritten entwickelt. Zuerst wird das Papier den aktuellen Stand der Dinge beleuchten, um zu zeigen, dass eine kausale Theorie fehlt. Zweitens wird gefragt werden, wie eine solche kausale Theorie zu konstruieren wäre und wie der analytische Rahmen empirisch überprüft werden könnte. Folglich, und drittens, wird klar zu machen sein, dass das Herantasten über die EU dafür ein hilfreicher Ort der Politikentstehung ist. Viertens wird das Papier argumentieren, dass es einerseits notwendig ist, sich auf Parteiinteraktionen innerhalb der EPV zu konzentrieren und andererseits zwischen dezentralisierten und zentralisierten Parteiinteraktionen zu differenzieren, um die verschiedenen Effekte von EPV auf die institutionellen Verfahren der EU adäquat analysieren zu können. In dieser Hinsicht wird das Papier nicht nur die deskriptiven und erklärenden Hauptthesen ausführen, sondern auch die meisten von ihnen anhand empirischer Beispiele illustrieren.
