El texto analiza las razones de la emergencia y del reconocimiento (por parte de los actores dominantes) de los movimientos indígenas en América Latina durante la década de 1990 e inicios del siglo XXI. Para ello se señalan los elementos que permiten observar la aparición de actores políticos de carácter étnico y se observa su impacto en el espacio ·internacional y en el interno. Esta tarea se sirve de dos posturas teóricas; por una parte, se revisa la emergencia de los movimientos por medio de la estructura de oportunidaades políticas; y, por la otra, se hace referencia a las aportaciones de la teoría de la gobernanza. Por último, se reflexiona sobre el surgimiento de actores que representan colectivos históricamente oprimidos, y sobre el grado de inclusión que tienen las poliarquías actuales en América Latina.
The text analyzes the reasons for the emergence and recognition (on the part of the dominant actors) of indigenous movements in Latin America during the nineties and the beginning of the 21st century. To that end the author points out the elements that make it passible to observe the apppearance of political actors of an ethnic nature and their impact on the international and internal spheres is observed. This task makes use of two theoretical positions; on one hand, the emergence of the movements is discussed by means of the "structure of political opportunities"; and, on the other, reference is made to the contributions of the theory of g.vernance. Finally, reflections are made on the emergence of actors that represent historically oppressed groups, and on the degree of inclusion that current polyarchies have in Latin America.
