"When trying to describe the function of Parliament under the Fifth Republic, one often ends up lamenting its weakening or its decline, which might only be reversed through institutional change. If such an action should be taken, notably through a reform of article 20 of the Constitution, according to which it is the Government that ""determines"" the policy of the nation, it would not be sufficient to put Parliament back at the center of our political institutions. A profound change of mentality would also be necessary, as concerns the organization and role of the Senate, on the one hand, and the status of the opposition in the National Assembly on the other. "
Caractériser la fonction parlementaire sous la Ve République revient souvent à se lamenter sur son affaiblissement ou son déclin, auquel il ne serait possible de répondre que de manière institutionnelle. Si une telle démarche doit être entreprise, s’agissant notamment de la réforme de l’article 20 de la Constitution aux termes duquel c’est le gouvernement qui « détermine » la politique de la Nation, elle ne saurait suffire à remettre le Parlement au centre de nos institutions politiques. Un profond changement de mentalité doit s’opérer, tant sur l’organisation et le rôle du Sénat qu’en ce qui concerne le statut de l’opposition à l’Assemblée nationale.
