All progress in the field of human rights should find its foundation in the dignity of the human being as person, in his capacity to be the subject of relationships. Development aid is a complex intervention which is not limited to a simple gift; but rather, tends to promote the improvement in the quality of life. The backwardness of poor countries is principally due totheir subordinate place within the process of industrialization. Development, based on the principle of interdependence, is not a technological result. The university is capable of playing an important role in the solution of this current problem. Cooperation requires adequate preparation in order to learn to "give" to the others while exercising solidarity.
