The Humanization of Humanitarian Law : Human rights law and the principles of humanity have fostered some welcome developments in the law of war: reciprocity requirements have been reduced, accountability has been increased, and procedures for lawmaking and interpretation have been improved. The author concludes, however, that tempering the harshness of the law of war with human rights values alone will be limited by the present par-ameters of humanitarian law and the prevailing societal values.
