La Constitución Política chilena de 1980 entregó la potestad económica y financiera al complejo orgánico Administración Pública, y en particular a su jerarca, el Presidente de la república, que va desde la obtención de los recursos, su inversión y gasto la generación del marco presupuestario propuesto y, por último, su sistema de control, todo "de acuerdo a la ley" con el objeto de satisfacer las necesidades públicas de forma continua y permanente, y dar cumplimiento al mandato constitucional de promover el bien común. El presente trabajo justifica dicha afirmación.
The Chilean political constitution of 1980 handed over the economical and financial power to the organic complex of Public Administration, and in particular to its dignitary, the President of the Republic, this goes from funds obtention, to their investment and expense, the generation of the proposed budgetary background and, last its control system, all "in accordance with the law" to satisfy the public needs steadily and permanently and to carry out the constitutional command of encouraging the commonweal. The current work justifies the above afirmation.
