The stories relating to the figure and laws of the nomothete Zaleucus of Locri Epizephyrii, despite being characterised by a legendary aura and propagandistic intentions, attest to the historicity of the legislator, who had the merit of ordering the normative material and determining the penalties in the laws themselves. According to sources, the protection of ancient laws and the attempt to protect them from any innovation make Locri Epizephyrii a well-governed city; however, the immutability of the Code of Zaleucus is “mitigated” by the noose rule, which allows Locrian citizens to propose changes to the current rules.
