To do so, it reuses and reinterprets evidence from a completed research project on Public Management Reforms in the Province of Entre Ríos, Argentina. It seeks to answer two questions: Which of the causal models that could explain the change achieved in the province of Entre Ríos is present in the process of designing, formulating, and implementing those initiatives? And how does that process relate to the recommendations offered by the literature?
