Constitutional Court Judgment 29/2026 examines whether the exclusion of the USO trade union from public grants aimed at promoting workforce digitalization violated the rights to equality and freedom of association. The Court held that the differential treatment was objectively justified by the exceptional circumstances arising from the COVID-19 pandemic, the urgency of the program and the immediate operational capacity of the selected beneficiaries. Consequently, the appeal for constitutional protection was dismissed.
