Objective: To examine the tensions associated with tourism in the Southern Coast of Jalisco, Mexico, through the lens of Luhmann's functional systems theory and the concept of governance. Methodology: Discourses obtained from 21 interviews with key regional stakeholders were coded, leading to the identification of 19 tensions which were subsequently analyzed as a network and mapped cartographically. Findings: Second-order observation made it possible to distinguish two levels of complexity: an operational one, pertaining to the organizational sphere, and a structural one, referring to the societal dimension. Value: The study offers a novel theoretical-methodological integration that articulates the narratives with analytical frameworks applied. Limitations: The research adopts a synchronic approach; the decoupling identified are presented at a subregional scale. Conclusions: The findings demonstrate how functional differentiation generates conflict and constrains governance capacity, both in general terms and within its territorial dimension.
