This article presents the study of the problems faced by Second-year Baccalaureate students specializing in Computer Science in the subject of Web Design. Using the CIPP model (context, input, process and product.) that will allow the implementation of a technological program called Visual Studio Code that will serve to improve the learning process, for which a pretest was applied in order to know the previous knowledge. About the subject of Web Design, The results showed that the majority of students do not have prior knowledge about HTML, page types, page structures, and main tags for the respective coding. The proposal made was the use of the Visual Studio Code program as an innovative strategy to improve the learning process of the subject. In the course of the implementation of the program, the students welcomed it with enthusiasm and showed a positive response to learning Web Design. This study demonstrates the importance of the implementation of the CIPP model because it can be analyzed whether the program, resources, materials and planning that is being used corresponds to the needs that the students have. Furthermore, a notable advance has been evident in their academic learning, reflected in the increase in their performance; according to the results of the pretest and posttest evaluations, it went from 32.7% to 83.3%.
